This is a fragment of an 18th century Jacobite song which complained of the change in the condition of the state of Scotland, comparing  the ‘new’ house unfavourably with the singer’s former house.  It is No. 3790 in the Roud Index where numerous early Scottish sources are listed.  The tune is often treated as a strathspey when played by fiddlers, but in Shetland it becomes a lively reel.
